    Ethan,

    I do not do permits or the construction side of this project. We only raise and excavate and hire out the foundation. You should be able to answer the questions for the stairs. As far as the foundation the footings will be 8" thick and 16" wide with two rows of re-bar 4' plus in depth, foundation will be 8' tall and 8" wide re-bar to code and anchor bolts placed to code, center lally columns will be 3.5" set on footing and spaced no more then 8' apart, basement floor 4" thick, all foam insulation needs to be 2" rigid foam on the walls and not sure about under the cement floor I would go with a vapor barrier only and no insulation I seen too many floors brake up after only a few years with the foam under them.
